Simple, naruto does not represent the Sage. No one represents the sage. The characters only represent his sons, and this has been so in every generation.
Younger son vs. older son
Hashirama vs. Madara
Third vs. Danzo
Naruto vs. Sasuke
This pattern has gone on. With each "brother" refusing to compromise their philosophy. This has led to all the wars and prevented true peace. Naruto and Sasuke need to break this pattern by overcoming their differences. the problem with the others is that they could not compromise their philosophies and find a way that existed in between the two extremes of each of the brothers.
Since there has been no true peace, we can assume both ways are ineffective. This is what Sasuke and Naruto need to realize at the conclusion of their battle. each sons' way does not work. We need to come together and find a middle way. By doing this, they will become the Sage together and find true peace.
Naruto and Sasuke are the younger and elder son. However, together they can become the Sage.
