Because they can read Naruto's arm movement and know where he's aiming and throwing. You guys underestimate Kage rank opponents too much

but it is true that it wont make any difference for Sasuke since he already knows how the jutsu work , but as you can see , it did a considerable damage to momokishi's arm who his level is the same as Kaguya , imagine what it can do if it was enhanced by Naruto

I think the outcome would still be the same Pain would basically be on the defense the whole match dealing with a invisible attack and if Naruto used the Vanishing Rasengan wisely like he did FRS the match goes to him
