I've often speculated on this. I personally believe it is water. Especially if you think about the name meaning of Shippuden. Pretty sure it translates to Hurricane. haha but I myself personally have always wished that he could have fire. So he could manipulate the wind to boost the flames. lol but It seems highly improbable I think. lol
