If Naruto doesn't, wouldn't Kakashi be the next candidate instead of Sasuke?

The village votes for who becomes the Hokage. So in that sense, I don't see Sasuke standing much of a chance. The elders and fire daimyo already recommended Kakashi as a suitable candidate to be the Hokage. Unless Sasuke defeats either Obito or Madara, all of Konoha aren't going to vote for him. Just Naruto and the Konoha 11, whilst everybody else in the village would vote for Kakashi.

Unless Sasuke somehow beats all the villains by himself, I don't see anyone in the village even considering him. He clearly plans on taking the village by force.
