Why does Momoshiki say he'll put more effort into keeping Naruto down yet leaves Sasuke as is?

The obvious answers are that Naruto has more raw chakra than Sasuke, and Sasuke just uses his chakra more efficiently, but this would mean he's not even in the same ball park. It's thought that Naruto's loss of RSM and the chakra it offered would be a huge nerf for him though he's still a monster compared to Sasuke with Kurama alone. If both this Naruto and Sasuke are THAT much beneath their War Arc selves, does this prove Momoshiki is actually a complete fodder?

Well Fodder thing about Momoshiki is exactly true because if you think about it Sasuke and Naruto dosen't/can't use their main jutsus against him like planetary division,Three headed kurama or black Chidori,flames,other bijju attacks so in reality Momoshiki was a threat because of Rustiness in Naruto and Sasuke or else he would've gone down quite easily rather than that Naruto and Sasuke are equals until Naruto gets Rsm.

I never said that those rods were for draining chakra, the god tree Naruto was tied to was purposed for that. Momoshiki was in the process of extracting Naruto before the interference, so the whole point of restraining Naruto in the first is to prevent Naruto from escaping and finish were he left off.

He had just experienced Sasuke helping Naruto to overpower himself. If he were going to blast everyone away with the assumption that Naruto would survive, he should've assumed the same of Sasuke.

He wasn’t accounting for the anomaly (Boruto), and to be beaten through pure strategy and not overwhelming power.
Those Six path black weapons had Naruto completely restraint to the point that he couldn’t move, and Sasuke against Momoshiki is like simulating Sasuke vs. Kaguya in a 1 v 1. He knows his limitations and he remembered that Sasuke needed to retreat the last time due to chakra reasons.

The Gokages weren’t even worth the mention so it’s not hard to overlook the speck that couldnt even complete the rasengan at the time would be the key factor of Momoshiki’s downfall. This sequence was just one of those times where strategy and numbers overcome overwhelming power.
