If Mukai Kohinata was canon where would you rank him among the top tier shinobi?

For those who dont know him he is from the Itachi Shinden novel and a distant relative to the Hyuuga. This man took on Itachi and Shisui at the same time with one Byakugan and nearly defeated them before he committed suicide, with just this information alone where would you rank this character among the top tier shinobi?

I would say that's a fair assement of him, i think he would be tied with Neji if he wasnt just a novel character and he's the first "Hyuuga" we've heard about actually taking on two Sharingan users but i believe this fight should've been canon

He also smoked too so he wouldve gave off those Asuma feels but as a character i believe he should've been canon he seems to awesome to just be a novel character
