The manga doesn't state that he can't use rinnegan techs. He can't use them just because of plot

Imho...he would have died. You saying he would have put up a better fight than Pervy Sage is just opinion. I feel Minato is severely overrated by some, but a good ninja...imho nothing exceptional.
