Because God made Satan that way. God is is equally responsible.

It's really f*cked up when you think about. God created Satan and knew he'd rebel, then banished Satan to Hell because he was doing what God created him to do. Now Satan is tempting and corrupting humanity out of spite, and he gets all the blame?
