If Madara had both (indra) and Ashura power ,why he did not ...................

Madara did side in Naruto 673 that he have both ashura and indra powers.If Ashura can create life like restoring limb and keeping someone alive,why Madara have to go through all this drama to retrieve his rinnegan from Obito?Madara can use ashura powers to create a new rinnegan eye with his own chakra,since he was the original owner of his rinnegan.I still calling Naruto creating an eye for kakashi asspull because Madara ,a very knowledgeable shinobi(than Naruto ) should be able to do this long time ago and finish this war

I'm not sure if that power can be used to create a Rinnegan. As far as we've seen, it can only create natural life.
