It was never stated you need both eyes for Susano'o either. It stated you needed both Techs, Tsukuyomi and Amaterasu. We see that Sasuke lacks Tsukuyomi. Obviously, that's not the case for Susano'o anymore.

Madara said you need both eyes to unlock the full potential.
