I've noticed that despite the one tails being removed, Gaara is still incredibly powerful and still has essentially the same jutsu and level of power. Naruto is strong, no doubt. However, it seems his ace-in-the-hole techniques rely on Kurama. If the 9-tails was removed, where would Naruto stand as a shinobi? Would he overcome the way Gaara has?
There's a difference between the two.
The Ichibi was sealed into Gaara as a whole entity, while only a fractrion of the Kyuubi chakra was sealed into Naruto. And there's a good reason behind which I will discuss later.
Aside from Naruto and perhaps also Gaara, the rest of the Jinchuriki received their respective tailed beast when they reached the right age just like Killer Bee.
Going back to my first paragraph, the reason why Minato sealed only a fraction of Kyuubi chakra into Naruto, because the full power of the Kyuubi chakra would tear apart baby Naruto. Plus Minato's Eight Trigrams Sealing Style prevented the Kyuubi from dominating kid Naruto.
The only draw back was, kid Naruto became dependent to the Kyuubi chakra in overcoming great adversities. Also, the Kyuubi fed on Naruto's desperation for greatness.
