... I doubt they'd be first cousins and even if they were, that wouldn't be much of an issue. I doubt the Hyuga (and other Clans like the Uchiha) deviated from marrying outside the bloodline.
I figure marrying inside it would probably be encouraged from those with unique bloodline traits.
