Do you think the power scale of it would be comparable to a tailed-beast bomb?

Considering its all 5 primary elements combined into one I think it would. If not just as strong probably a notch under it.

True...however in the anime (even though its not canon) he did have water jutsu/ mask.

However, we still don't know what element that first heart kakashi destroyed in the manga contained...it could have been water....

they are combined to create a new element.
so if kakuzu uses all his masks at once, we may get a new ultra powerful element
