That statement was contradicted when Tobirama fodderized Izuna, and also Itachi solo's all, so yes he would one shot Izuna even if he was at current Madara's level, why? Because Itachi is Solo King.

You can't say Tobirama "fodderized" Izuna if we didn't see anything that happened previous to that slash...obviously there was an intense battle beforehand if Izuna's sharingan wasn't even active anymore.

which never happened. he landed the final blow in what was undoubtedly a grand duel. tobirama and izuna fought CONSTANTLY ever since they were kids and highly respected each other enough to form a rivalry
