Itachi is already strong af, Nagato has a tad more than him. now due to the fact that itachi is smarter than him in combat, Itachi would beat Nagato.

There are a lot of shinobis with similar strengths so I dont think you can really make a "top -10" per se.

I would say

Hashirama, EMS Madara

Naruto, Sasuke(no godly power ups)

Itachi, Nagato, Minato

Tobirama, Hiruzen, Obito, Kabuto, Jiraiya,

Orochimaru, 3rd Raikage, Bee, Kisame

Kakashi, Danzo, Oonoki, Mei, Ay, Muu, Shisui(my guess), Tsunade, Gaara, Deidara, other akatsuki members i missed

Yamato, Neji, Gai etc.

You cant have a top 10 without Nagato, Itachi, Minato, but you cant have a top 10 without kabuto or obito either. Its though so you cant just pick one and leave the other out. There are too many characters with similar power levels so I cant say this over that. There are too many powerful shinobis

You cant have a top 10 anymore, some people say nagato>itachi while others itachi>nagato. They have been resurrected together and claimed by Kabuto to be his best edo's. Its pretty stupid to say one is above the other when they are clearly portrayed to be similar in strength.

Maybe we could make a valid top 10 based on the first 100 chapters, but its already 684, its impossible.

Alive Itachi is not stronger than Nagato, Hiruzen, current orochimaru, and admitted being weaker than jiraiya. Might Guy is also stronger than itachi.

Hiruzen is definitely top 12 and can arguably be listed in top 10 if someone correctly identifies his feats, skills, and abilities.
