If Itachi devoted his time to train with his younger brother Sasuke would they become as strong as Madara & Izuna? They've got many similarites.

He also got trained by 2 well renowned master growing up anyway, how much is there to learn about EMS that he can't learn alone of from the Taka shrine?

Also Madara had unusually powerful chakra even by Uchiha clan standards.
