If he had the required Rinnegan and Senju DNA to control the tentails those abilities alone would have made him a match for anyone bar a tentails host. If he DID gain the tentails in ADDITION to the requirements then he would be arguably the most powerful character int the series, his level of intelligence has gotten the most in story praise more so than any other character. What sucks is he never had the stamina to use Nuke level jutsu but was incredibly versatile in tactics and genjutsu so he could go toe-toe with some powerhouses in an indirect fashion but what makes this more complicated is the he never EVER FOUGHT TO KILL. We have never seen him go for the jugular so instantly saying he would be the best EVER is impossible but certainly debatable.
