If i was him i would of tried to find kabutos location and kill him while he was distracted by itachi and sasuke so since kabuto said himself if he died the edos would never die.

Also after that he could use all the current edos that are in the battlefield as an army of unstoppable edos and he would be there leader.

Just a thought of mine.
