I believe that's a logical fallacy. It would be impossible for Hiruzen to be able to use kekkei genkais without those specific kekkei genkais, it's only reasonable. At the same time, I also don't think Kishimoto is going to dedicate an entire chapter to which jutsus Hiruzen can and can't use, so he used general terminology.

How was it retconned? Kekkei genkais existed in pt.1 and were explained to us. We already knew about the Sharingan, Byakugan, Hyouton, Shikotsumyaku, and Mokuton before Hiruzen ever got that hype.
