Yes I agree with you Indra might not be evil but for sure he would have lost to Ashura in ideals as well as power because that hatred corrupted him.

Being real here for a second, the chances are very likely that Black Zetsu would had influenced him regardless to force the unknown revival of his grandmother which would had doomed the world from the very start, since Hagoromo would had been gone by that time and Indra not being able to put aside his differences with Asura.

The Tailed Beasts would had been put in danger as a result, considering Indra's lust for power and forceful unification combined with Black Zetsu's lust for securing Kaguya's revival under any means necessary.

Indra put individuality over everything. He will not teach Ninshuu better than Ashura and human that below him will be force to followed his need of more power. Madara is the better picture of new Indra.

Ninshuu is about cooperation and sharing in which Indra not excel in and against it.

Ninshuu is not about giving power equally to two person like what Naruto and Sasuke experience before. Dont get confuse by it.

What Hagaromo did is giving power equally for battle purpose(Naruto and Sasuke) in which I think in the past Hagoromo gave his Rikudou power to Ashura only and Indra relied on his own power without Hago power up.

But that not Ninshuu.
