Whatever heres your answer. Kakashi thought the Rinnegan to be some freak instance in a random person and the Sage to just be a myth. He figured if the Rinnegan were really real it would just be some freak accident and not from the Sage. They dont know anything about Oktsutsuki clan

I think so to but you never know. Maybe he was birn with Sharingan and it transformed to Rinnegan. It seems their power was a little unstable and too op back then. Like Indra's swirling Mangekyou lol. Everyone thought he had a special Rinnegan. And how Hamura had Tenseigan without a thousand byakugans. Just hus own eyes. I think they bypassed ALOT of rules. You're saying if his rinnegan is mutation? Yeah, it has to be. After all kaguya had the ultimate dojutsu the sharrinegan which passed down to hagoromo and that's how he got the rinnegan. If he didn't have the rinnegan he would've most likely have the byakugan

Hamu was born with Byakugan and divided his descendants one half of him remained on earth while the other half went to the moon. My theory on this is that he gave his eyes to the earth descendants and his body to the moon descendants. In order to get tensi the weapon you must collect multiple byakugan and seal them together but to get tense the eye you must combine the body of the moon descendants with the eyes of the earth descendants.

Honestly this whole otsutsuki eye theory is bad.
For eg: why kaguya Byakugan never evolved into tensegan?
Why kaguya eyes never became Rinnegan?
Howcome Momoshiki had Rinnegan eyes without eating chakra fruit etc.
Otsutsuki is another plothole in Naruto manga. Kishi created them to make movies.
