It's the Juubi that is the source of all nature chakra. Not the normal chakra itself. That is created within one's body. You can get greater amount of it by training physically and mentally or pills (Sasuke maybe).

Nothing was ever stated about the animals of the planet, who obviously dont have wars etc..

Edit: Assumption: Juubi probs would have shared his powers and whatnot had it not been taken and used for impure reasons.
