I believe Sakura would, because not only is her Chakra control the best of the three, she is also the smartest, and the fastest learner.

Her intellect, Mastering a taijutsu style, and vast medical ninjutsu in 2 year, when I think i took Sasuke a year to just master chidori and lee's speed.
Sakura can do it in a matter of days, if Kakashi teaches her ninjutus and genjutsu in addition to her medical prowess

Then Sasuke is next, Sasuke months-1year
and naruto is last- Naruto...2 years

Naruto's chakra control in bijou mode is apparently ridiculous to sasuke so don't gap sakura compared to him, but because naruto can train with clones and sasuke's talent I say they both get there around the same time especially if Jiraiya teaches naruto at the rate Oro taught Sasuke or the rate Naruto learned the wind style, if he was training that way the whole time skip he would've learned all five chakra natures lol it was ridiculous and with both kakashi and oro teaching sasuke he could probably pickup more natures as well, sakura is well....we know

Didnt this already happen in the manga though? when sasuke was with oro, naruto was training with jiriaya and sakura went to Tsunade which was happening at around the same time and we all saw the results at their meeting Ep2. sasuke was leagues above the other two as they couldnt keep up with him so he is first by canon.

all bias aside ill put sakura second as she seemed easily more impressive than naruto during that point (especially the kazekage rescue arc) with CES and medical ninjutsu. all jiriaya taught naruto is bigger rasengan i think, he didnt really progress that much at least in comparison to his teammates.
