to be honest i dont believe its been stated if you need ems or rinnegan im assuming since sussano is a mangekyou sharingan technique perfect sussano should be attainable through ems

It was never stated to be necessary. Madara also hinted that he used Perfect Susanoo when he fought Hashi, which means Rinnegan isn't required. People only said that because they don't want Sasuke to get it.

Yea, most poeple assumes it requieres it but the problem is that if it really was a EMS jutsu then madara's eyes will be at EMS state, remember madara stated that he needed to switch between the eyes for him to use a especific jutsu like for example, madara is using susano so his eyes are in EMs state, then when he needs to do a shinra tensei or chakra absortion he needs to switch to rinnegan but he susano disappears when he switches to rinnegan, but when he activates full-perfect susano he activated it with his rinnegan, NOT with his EMS so I dunno if confuses me a little bit, but in my opinion to achieve this perfect susano, the user must evolve the ems into a pure rinnegan. thats what I think, and besides, the final susano its only have body, but if you have senju dna which requires to unlocked rinnegan makes sense the Susano grows the other half

For some reason after reading your post it clearly makes sense.

If a Sussano is a MS tech.
Sasuke has EMS so he should be able to spawn whatever Sussano he wants without trouble.
