Dojutsu is as much of a tool as Naruto's body. Indra's eyes allow Uchiha to use bijuu while Ashura's body allow Uzumaki to do so as well.

Using bijuu is still a natural feat because the person is using the potential their genes gave them to use tailed beasts as weapons.

Sarada is inexperienced with the Sharingan. If her sharingan is a Kunai she's barely mastered to use then giving her MAdara's EMS would be like giving her a Sword. While's Boruto doesn't need training to use the Kyuubi's power

Doujutsu expresses the skill of the wielder. The better the users the more potential there is with the eyes. The Bijuu on the other hand has their power expressed through the Jin.

The fact that all of Ashura's descendants being capable of bijuu control VS only some of Indra's descendants being about to control Bijuu should open your eyes to what i'm trying to say.

Dojutsu are a natural occurrence within the body(of Indra descendants) passed down through the genes and which come out in some people in some situations. Biuji are external and require implanting to enhance the host. They aren't the same Abc logic at its finest.

Ocular powers are inherited. It's in DNA and is a part of them.

Bijuu aren't weapons because they are seperate sentient beings. It's a borrowed (or stolen depending on the circumstance) power that belongs to the Bijuu but could be shared with the host.

One is inherited while the other is borrowed. Not like it matters since power is power either way.
