LOL. I hope that is from her grandson.
The pic doesn't say capture a tailed beast but Chiyo sealed Shukaku in Gaara. Not all Jins can control their beast.
But what tailed beast can Chiyo capture?

Itachi would put her under Tsukuyomi and say that weaklings are now allowed to take part in the Akatsuki rituals.
