If yes who would be the teacher to teach Boruto that technique? I believe Sasuke would be the best person to teach Boruto that technique assuming the Hyuga has no idea how to perform that technique.

Sasuke seen that technique with his Sharingan, meaning he knows how it works even if he can't perform it himself due to the lack of KKG KKM

Sasuke can use his sharingan genjutsu to show how the jutsu looks like, like in the genjutsu show Kaguya performing that jutsu.

Atleast for now he shows no signs of having the chakra reserves to pull off that feat.

Considering hes the MC though its likely that will change eventually.
