I don't think that's how it works lol. It's just that Beerus channeled his energy through his fingertips and used enough ki to destroy half the planet. I doubt he does that when actually fighting.

Ki potency has already been multi planet since namek saga.
Goku repelled Vegetas planet destroying galek gun with a stronger Kamehameha and Vegeta survived. Frieza who was 1000x stronger kicked away a planet destroying attack from Vegeta.
New frieza, weakened,slapped earth apart, Ss3 Goku punched apart a planet ten times as dense as earth(it's small size makes it more impressive due to gravity )
Cell's solar system blast would be kicked away By someone twice his strength.
In dbz ki and attack potency as well as durability continue to increase on cosmic level but due to ki control the area of effect of attacks the environmental effects can be minimalized, God ki seems to be easier to control in this area as Goku and Beerus could fight around a city without destroying it but still have planet crushing blows (unless you think they were weaker than nappa who could destroy one with his finger ).Ss3 Goku showed that it's easy to mess up cost alot of lives,When he deflected fat buus attack which wiped out millions and destroyed king kais planet (If it was populated he'd be a shithead ).
Area of effect is under constant control in fights Golden Frieza accidentally let out an attack smaller than his fissure blade attack on namek But noted he lost some control momentarily But in a weaker state he slapped earth apart.
Buu tier enemies are dimension rippers But can still control their attacks (toei took note of this and made super buu almost destroy reality against vegito )
Beerus beat Ss3 Goku (someone who could easily deflect solar level attacks, potentially rip through dimensions (this goku was stronger than his buu saga self, cell showed that zenkai doesn't dissapear, goku continued training to the point he can visualize one shotting cell in ss ),and punch planets at least ten times as dense as earth with less than one percent of his power with his finger a bigger feat than anything he can do to a planet.
Regarding Gokus buu saga lifting feat their has been alot of controversy, time to set things straight. Akira said that the flying technique of the z fighters makes them weightless to fly;consequently, lifting weight takes a huge hit. It was more of a ki control and flying feat rather than strength as he's been shown lifting more on the ground as a child.
God tier characters are past dimension ripping, sun destroying and galaxy collapsing but control their area of effect. When measuring a characters true destructive capability one would have to see their full power blast with destroy intent and no area of effect restriction,just how cell was revealed to be solar level. Beerus has been performing greater than solar and dimension ripper feats while barely trying. Never even seen him charge a blast for longer than a second.

Let's say toei was right that buuhan could destroy the universe, Vegito stopped him, that'd make him universal level. Beerus >>>>>Full power vegito. This is possible especially due to multiple universes being introduced. Beerus can destroy the kaoishin realm (and he's never shown a fully powered blast ),destroy king kais original planet(the remaining chunk was denser than ten earths ffs )and make dimension rippers Goku, Gohan, Gotenks, and momentarily Vegeta look like little babies.
The size or effect of an attack doesn't matter the poptency does as Friezas death beam would go through saiyan saga vegetas planet destroying attack and through his body. In dbz ki potency is easy to rank as everything is linear but we do it by examining ki feats like cells solar system destruction (eventhough it was prevented ) and buu /gotenks dimension ripping. It's easy to know that Gohan could do these things as he surpassed those who did since they were solely ki based feats and not special abilities not linked to power.
Ki controls everything from durability, flying,reaction speed, striking/deflecting,lifting, lifting in the air ,travel speed to even life functions like breathing and heart beat.
Post dimension rippers could very possibly be universal level If they tried

i believe he is. I believe that they are both so highly trained and well at what they are doing the attacks are only directed at each other this is why they dont destroy the entire planet by making mislicks..... they dont miss.

Bee molded his Ki into his finger and used enough energy to destroy half of that planet, we don't know how much he focused on doing that. I doubt he can do that in the heat of battle. Get what i mean? His battle punches don't work the same way as planet destroying punches where he actually focuses a lot of ki and releases it making it seem like he destroyed it with only touching with his finger.

Going by the aesthetics (particularly the people ring), it appears to be the same sort of technique he used in BoG when he turned the egg into sand. It is highly possible that Ki was used, but it wouldn't be the traditional sense, like how they use Ki to strengthen their attacks or shoot Ki blasts.
