Also could one be considered a Mangaka if one hires a talented one to draw for him but he creates the storyline kinda like Author/ill.

If an American makes Aan anime, if it goes how an anime is made then to me it is anime. Vice versa. If it is made from an American person who has drawn in a manga way yet does not supply the story with Japanese background interactions like as if entirely English with no reminisce of Japanese culture implemented then it's not anime

Anime is Japanese for cartoon so what we perceive as anime is incorrect.

If there was a Japanese Dora cartoon it would be anime.

Anime in other countries tends to specify a certain style, which we all are aware of, but if you made any cartoon in Japan and use at least some of the Japanese cartoon style, then it's anime.

This does NOT apply to manga, a very specific style of art.
That has to follow the style, otherwise it's just a graphic novel.
