I think it would come down to these five, though I'm not 100% on Pakura but that is (should be) a pretty devastating Blood Limit.

Tsunade, Mei and Konan are all S-rank Kage-level kunoichi. With decades of experience, tried and tested in war etc. Konan, Kushina and Tsunade more than Mei/Pakura have the upperhand due to their regen capabilities.
So...
If I were to shorten the list again; I'd take off Pakura then Mei - leaving Tsunade, Konan and Kushina.

Depends on the type of contest. I agree with most of the posts that put Temari, Tsunade, Kushina and Konan at the top, provided that it's a free-for-all royal rumble.

But, I'd much prefer going the tournament/league route, and went through the trouble of going through an Ultimate Ninja Storm 3 (Full Blast) simulation. This actually didn't take as long as I thought it would. Basically, what I did was, using the kunoichi playable on the game, I pit them against each other as AI in controlled tournaments. The results below are based on 2 matches: W meaning 2 wins, L meaning 2 losses, and T meaning 1 win 1 loss.

So, let the Kunoichi League begin.

Note that some characters, like Pakura, Kushina, Kurotsuchi and Kurenai weren't playable, so I had to make some calculated guesses for their match ups.

For instance, Pakura fights favourably against taijutsu users, while Kurenai is all Genjutsu, and Kushina is a Naruto-Karin (but more Karin) mash-up capable of taking out any short-mid range fighters with relative ease.

Kurotsuchi is quite Mei-like in her fighting, but succeeded Oonoki as Tsuchikage, and judging by how long Oonoki has been Hokage, her skills shouldn't be underestimated.

Please note also that all these fights were their "War Arc" versions where available.


But, for a measure without my input, here's a version of the table with Kurenai, Pakura, Kurotsuchi, and Kushina (as well as points against them) removed.

None. That's why none of the female ninjas have a chance against an unrestricted Kushina. Imagine BM Naruto X2. That's what a free-for-all with Kushina will produce.

In a death match with so many contenders, the fight is more than just "who is stronger" and becomes more of "who have better endurance and " who is smarter to let the contenders kill each other". With that in mind, I think the ones more likely to stand still at the end are probably Tsunade and Sakura (byakugo seal that will suco up most of the damage) and Konan (who can just stay in the air Abd let everyone kill each other).
But in the end of the battle Tsunade's and Sakura's chakra reserves will be almost deplected while Konan will be fresh and new.
Then its pretty much a stomp.
