It would work because a lower level genjutsu took control of Yagura even with his bijuu, and SO6P wouldn't know he was being controlled.

what we can say is that the 9 tails could have beat Konoha by itself.(Minato's sealing count it or not)
The juubi is much stronger then the kyuubi.

The Sage defeated and then sealed the juubi (some people think he just sealed it it specifically says he defeated it)

So if a small fraction of the juubi could have defeated 1 of the five great nations what could the juubi do?

and since the Sage beat the juubi wouldn't he do better?

I know Naruto isn't A>B>C logic, but using the above is the best we can do.
