If a shinobi masters a element, could they do everything in the element?

What the title says.

I feel this question hasn't be stretched yet, and really undermines the capabilities of majority of the characters.

Seriously, if Hiruzen mastered Katon shouldn't he be able to pull off every other Katon jutsu there is? If so then all the known Katon Jutsu's should be considered when making VS. threads and whatever.

I just feel that people only use abilities what have been shown, rather than somethings the character could obviously pull off.

I see no reason for not being so. The only thing is the size, skale and power of that jutsu which depends on how much chakra and how good he is at using it (molding and stuff) he is.

Its hard to judge fights based on assumptions, thats why people only use things weve seen. Like just because Madaras katon is huge, and Hiruzen has katon, doesnt necessarily mean he can do the same on such a large scale.

No, there's limits to what someone's body, talent and chakra allows them to do.

Hiruzen wouldn't be capable of using Katon to Madara's extent for example, or Suiton on Tobirama's and Kisame's level.

His body would also prevent him from applying elements to RS or mastering Dust Release for example because only a select few can master those kind of techniques

Kakashi already proved this. Naruto could learn Chidori, but what would be the point?

no it depends on the shinobi's chakra control, chakra capacity etc.

Don't hype up that ultra fodder his skills only allow him to learn uncomplicated suff. Hence Scj rasengan + add wind added razengan and summoning. If u include sage mode which is basic draw natural energy. These skills don't require complicated acts which ninjutsu requires. He gets confused about basic 5hing remembering hand seals would completely rui n him.
