Shadow clone jutsu splits your chakra. So even if Naruto made 4 or 1000(which would be stupid) wouldn't make much of a difference. It would only mean you would be fighting a 1/1000 powered Naruto. The main purpose of shadow clones is to divert attention anyways.

It doesn't matter how many avatars, it matters how much their total chakra equals. The massive amount of Senjutsu Naruto received is what allowed him to match Sasuke's Bijuu Susano'o. Naruto just combined his clones back into the original so that he could focus all of his power into the next attack.
