The only exception I can think of is if someone purposely tries to "mirror" your username while you still have it and then go around breaking the rules to get you in trouble, or if say an event happen and someone like Lawliet or Caliburn (who's had those names since the beginning of time) temporarily changes their name according to that even and someone else tries to get their names while they're called something else (in that case they would get declined as those names are pretty much reserved by them, unless that's also part of the event, but that's a different story altogether).
It sort of depends on the name too and how long you've had it. Let's say that I change my name now (a name I've had since 2010 with the exceptions of a few temporary changes), then it would be highly unlikely that someone else who wanted my exact name would get their wish granted while I was called something else (plausible, but unlikely – It's not really a common name either) since I've been known by that name for so long.
The same goes for members who took up the most common and desirable names back when NB was started (like Link), never to sign in again. No matter what, it's impossible to get those names even if the reasoning is valid (might be some exception, but yeah).
