Bastard! First chapter was published in 88. Dragonball had already been running for 2 whole years by then. For example the kamehameha wave was introduced very early on in the manga. Volume 2 of the DB manga was already underway with the energy beams before Bastard! Even published chapter 1.

As I said before no mangeka is immune to influence but you will find Toriyama to be as inventive as they get.

If you're specifically talking about energy beams then astro boy (who akira was actually sinpired by) and Phoenix by Osamu Tezuka already had them before DB even released, energy emission isn't an innovation created by akira, the concept was there before, going by the dates, upon release bastard already had immense use of sealing techs (way more impresive than the ones in naruto), magic powers and introduced planet level character from almost the start of the series, like teleportation already existed before dbz as did regeneration and much creative feats, db feats are basic feats, nothing special, just powered up to a higher extent.
