I thought about it and noticed the title says classified as Summoning my bad.

Yea , databook about ftg, look at the bottom, kishi says ftg isn't pure speed like body flicker but more similar to summoning jutus..
Basically he summons himself to wherever a seal is placed.. and he places them on kunai's
