You're absolutely right, Villages came into existence long after SO6P died.

The Sage became a sage after creating Ninjutsu and spreading the teachings of Ninshu I'm pretty sure.
And he wouldn't have been from a village of the sort that you see in the series, as the first Hidden village didn't come into existence for many centuries later with the truce between the Uchiha and Senju creating Konoha.

That, and odds are if any "village" were to come first, it would be the nations first, but... That's all I got.

while this is true, Im not sure if konoha was the first Shinobi village, not saying your wrong, because I dont know for sure. worth looking into though....ill do some internetting and see if i can find an answer to this.

edit, you are right, The land of fire was the first land to adopt a hidden Shinobi village, sorry for questioning you when I was incorrect.
