Ice is the kg of the yuki clan. It mixes the elements of water and wind to create it. The wind cools the water to form ice. Ice can be used to attack as in making spikes or it can be used for defense to as in making walls and shields. Ice is as versatile as wood is. Ice is strong to wind and water. It has a double strength against water as the ice will just freeze. Ice is weak to earth as earth is denser than ice. It is also weak to lightning.

Now onto the strengths, weaknesses, and neutrality of the element:*
Ice is as you said double strong against water, meaning a S rank water technique can be stopped by a B rank ice technique, but you must also take into consideration size and mass. If an S rank water technique that covers extensive range goes up against the B rank version of needles of death it won't stop it since the needles are to small and weight much less than the water technique. However it can also be used to stop the water of used correctly. We will get to that eventually.
Now for ice and wind, also like you said wind is weak against ice, not much to add on this topic unless you have some questions regarding it.
Now to weaknesses, Ice is like you said weak to lightning, simply because the lightning will pierce though the ice and shatter it. Now for earth you are mistaken Ice is not weak to all earth techniques, but only to penetrating earth based techniques such as jagged pillars or weapons of earth.
And finally to neutrality, Ice is neutral to fire as when a fire and ice technique of same rank collide the results will be as the following: the fire would overpower the wind in the ice technique, but as soon as that happens the water from the technique will cause the fire to get doused.
Also this is for you mister wood man, ice and wood are neutral against each other.
The last thing I would like to 'say' is that ice is indeed versatile like wood, and IMO even more than wood. In ice you can create disks that can help you fly, you can cause blinding through specific techniques, and you can even burn, yes I said burn, you can even burn/create fires with ice. And all the above were in one technique.
Also shields/armors/pillars/weapons/icicles/monsters/animals can be created though ice release.

Ok good, now see that stash of chakra papers over there, well you are going to use them, the papers react to the five elements.
I want you to hold out a chakra paper in your left hand and channel water chakra to it, this will cause the paper to get soaked. And with your right hand hold a different chakra paper and channel wind chakra to it, this will cause the paper to get cut.
I want you to repeat the process until you can do both simultaneously. And also you won't be able to do it on the first try, so I will say that you did it well at your 5th post in this thread. This is because I am in a crappy mood =_= However if impress me then kudoos..

I take a piece of the chakra paper into my right hand. I hold my hand out, palm up with the paper sitting in the center of my hand. I then start to channel my water chakra into my right hand. I the concentrate my water chakra around the piece of paper. After a minute of concentrating my water chakra around the paper it gets slightly damp. After another two minutes the water is completely soaked in water.
I then take another piece of paper and hold in my left hand. I again hold my hand out, palm up with the paper in the center of my palm. I the channel my wind chakra into the palm of my hand. I then concentrate the wind chakra around the piece of paper. After two minutes the paper gets a slight rip in it. After another four minutes the paper is cut right in half.

I take two more pieces of paper but this time i hold bot my hands with both palms facing upwards with a piece of paper in the center of each palm. I channel my water chakra into my right palm. I the concentrate it around the piece of paper. At the same time I channel my wind chakra into my left palm. I concentrate it around the piece of paper. After five minutes the paper in my right hand is slightly damp and the paper in my left hand has a slight tear. After another ten minutes the paper in my right hand is soaked and the paper in my left hand has been cut in half.

Now this technique is one of the most useful ice technique out there, the reason is because of it's uses, it can be used to cause it snow, it can be used to create weapons, it can be used to create pillars, and it is only limited to your imagination... And logic.
First usage: *Throws complex sword towards you*
I want you to touch the sword and memorize it's shape, once you do that I want you to form a replica of the sword in your other Hand.
Second Usage: I want you to focus your chakra into the ground beneath me, then you will exploit the moisture in the ground and cause a pillar of ice to erect, the pillar should send my flying and will cause me to loose my balance.
Third Usage: I want you to focus your chakra into the sky, once that is done you must take advantage of the humidity and create clouds, the clouds will cause it snow. When the field os covered in snow your ice techniques will form faster and easier than normal.
Also I highly recommend that you use this jutsu in fights because the snow will favor you greatly.
Note: The snow's effect doesn't work on techniques created from the body.
And this is something I forgot to mention before, you must be wary of salt if there is salt it would make ice techniques impossible, I am of course talking that if you were battling at sea, the salt will prevent ice techniques, not if someone has a salt shaker on them they are immune to ice >_>.
Also 90% of the environments allow ice techniques, care to list them for me.

Oh Haha i forgot lol. So you mean where ice can be made? It can be used on land the air, from a water source. Anywhere there is moisture. The one place i can think of that it can't be used other than the ocean is in a desert.
Yup you are correct, however it can be used in the desert IMO since you find water in deserts you dig down. But to be on the safe side it will probably take longer for the ice technique to be created(talking about ones that are ground related) and if it was an airborne technique it can't be formed(unless a huge amount of water has been manifested) and of course the techs produced from the body can be used anywhere.

This technique is extremely useful against the majority of the role players on NB, but more on that later. Now this technique exploits the water molecules in the ground, the user will raise a jagged pillar of ice from the ground, as the pillar rises then user will manipulate it so that it incases the opponents. If you want to save time you can choose to only incase the opponents legs, preferably up to the knees. Or if you want to be mean and i mean really mean aka my level of meanness you will raise the pillar stealthily between the opponents legs and then you freeze well you know his gentles xD.
Now this technique works against the majority of role players since they are frozen in the ice, but it doesn't affect other ice users, other ice users can move freely in the ice block. The other tire of people that this technique is not effective against is people with Sage Mode, yes they will get trapped by the technique, but once they are frozen they can exploit this(if they are smart enough >_>, since they are perfectly still, they can gather natural energy and enter sage mode, then with the power they can break the ice in a super manish way. xD
Also you can use this tech to protect yourself from attacks you can incase yourself with it.
