we all know it's used to draw out the souls in things, but maybe ichigo needed to get this power up so that when he got quincy powers he could draw out his hollow soul and manipulate it with the quincy powers. and yes he still does have his fullbring it combined with his shinigami powers

I don't remember anything saying that ichigo got his fullbring powers back.

As for his hollow powers he has not been in a meeting with the man in white yet which surely kubo would not leave out because it will have more flashback of ichigo's mom the next time they meet
