Yes, he regains his power. He never uses the Saigo no Getsuga Tensho again though.

Just watch the fullbring arc, it is canon. Unless you don't wanna watch it though, fullbring arc ends at chap 479, and he gets his powers back at 459. He hasn't used final getsuga tensho again though.
