Not any human can gain fullbringer powers. You have to inherit from a parent who was attacked by a hollow.
So tecnically speaking its hollow powers
@topic His father, Kurosaki Isshin was 50% shinigami and 50% human and his mother was 50% quincy and 50% hollow, so he got power of shinigami, hollow and quincy (humans don't have powers, fullbrings are hollow powers that got into humans by being born by an attacked by hollow parent).

I think that viz said: " You were special, you are the son of shinigami and......." and than fight was interrupted, that created a many theories about Ichigo being the Quincy and in the end it was true.
Ichigo is human (not ordinary human of course) Quincies and Fullbringers are humans with high powers and his father at the time before Ichigo's birth was human (he entered that special made gigai and by Urahara's words became human), so this should make Ichigo human.
