thats kenpachi. Of course he can destroy meteors, his powers are currently the most destructive.

Ichigo's powers are different. He can slice but not annihilate. I doubt he would be able to cut a meteor in half though

I do not now what level of power he has. But guys do not forget Ichigo used the entire manga a fraction of his power. The power that old man Zangestu was not able to suppress. Technically he is stronger when ever. I think he will be stronger than during his dangai training.
