So is it me or have you guys been wondering where the 1 tailed and 3 tails were at during Tobi's little charade. I think he didn't summon them because he couldn't control them. Don't say they couldn't find another replacement because Kabuto had hundreds at his fingertips at Tobi's disposal.

As for The One-tail (Shukaku) he was the weakest one of the Bijuu and Tobi had room for Six of the Bijuu so it's understandable that he only wants the strongest if he is limited.
