i think you need to make a haku bio since its a kei gen kai that only in her clan so you need to make her bio to use ice release lol

you have to have water and wind jutsu mastered + rei, or caliburns permission, or it will either be declined or lost in the graveyard of skipped over bios. Its what happened to my haku bio.
