Bruh thats a young kisame before he was even one of the swordsmen, not only that we have no idea how that happened it was a war. Ibiki could have been hunting down kisame's squad after they barely escaped a battle or something.

Probably Ibiki, he seems physically better than Baki, and though he lacks offensive jutsu, his restraints should hold Baki to be stabbed

I'm going with Baki considering he was the sensei of the Sand Siblings and low diffed Gekko Hayate, a special jounin level ninja. Ibiki is also a special jounin level ninja so portrayal and feats overwhelmingly favour Baki

Ibiki is a Tokubetsu Jounin (below actual Jounin; basically Chuunin level with one speciality on Jounin level, which for Ibiki, is obviously interrogation) with no canon ninjutsu vs. an actual Jounin with an A-Rank Fuuton technique?

Oh, and @Beans2; Ibiki is only 32 at the end of Part 2 where Baki is 35. Baki is, and is portrayed as stronger.

Even base skill stats in the first databook portray Baki as having vastly superior combat skills.
