He though Ama would be enough to deal with him. You forgeting that Itachi didnt really knew he was not Madara. So if he ever feared something or rather respected that would be Madara not Obito. That was the only defense Obito had against Itachi.

Initiated Mugen tsukuyomi and was about to commense in 15 minutes then plot came in

What did itachi accomplish? lets see

failed to save his clan
failed to save sasuke from darkness
Failed to protect the village
Failed to kill obito
stopped edo tensei

Itachi failed at everything in life. he needed to be Edo tensei'd so he could make up for it.

Obito was scared of Itachi because he himself knew that his Kamui won't be enough to beat Itachi. Seriously, what could a one-eyed Uchiha do against another born-elite Uchiha?
Before Uchiha Massacre, Obito only had one MS eye and afterwards, a regular 3T-sharingan won't do anything against Itachi. Obito was dumb enough to attack Minato with little intel.
Without rinnegan, Obito won't be able to beat Itachi. And with rinnegan, he could beat Itachi high diff.
That's why he didn't even dared to attack Konoha or approach Sasuke because he knew Itachi would do anything to stop this even if it means dragging himself against the whole Akatsuki.

Itachi was a pacifist who loathed conflict....I doubt he feared him...Itachi was very intrepid.
