Can the 1 tailed Shukaku use a TBB? Looking back at the fight with Naruto and Gaara Shukaku was fodder compared to other Biju's.

It probably can, it would still be weak compared to the other ones but a powerful force nonetheless. Power scalings were a bit different back in pt. 1 so that's why it seems so fodder now

I recall Son Goku(four tails) telling naruto that the numer of tails a bijuu has does NOT dictate siad bijuu's strength and that was the primary idea that Kurama an Son Goku disagreed upon. That being siad im sure that the shukaku has AT LEAST enough power to pull off a TBB despite being the one-tailed beast.

I'm pretty sure he can, but it would be very weak though, he is a tailed beast so I don't see how he can't
