Sasuke was probably offered the chance but his Uchiha pride prevented him from getting something back, like the zetsu arm theories we've read about. Naruto on the other hand, (no pun) became the Kage of the village, so he definitely needed his arm, specially since its one of his most precious things due to rasengans.

For one, he has his own little medic...who is capable of doing such a thing.
He has various alternatives, Rinnegan, Susanoo, Snakes XD
