Let's look at the list of all the things he has promised throughout the series:
-Become the Hokage, becoming acknowledged by everybody
-Surpass every Kage in history
-Change the way of the Hyuga (even though he has no business there)
-Bring peace to the Ninja World
-Improve conditions in the Hidden Rain (once again, no business there)
-Bring Sasuke back to the village
And there's probably more as well. I would really hate it if Kishi makes Naruto achieve every single one of these goals. We've seen others like Nagato, Obito and Madara and others try to do this and Naruto can achieve all this just because he promised? It would feel something along the lines of a fairy tail. I feel that it is a better message to children that you should give it all but sometimes you will still fail.
Also the concept of a 16 year old kid achieving what the Senju, Uchiha, All five villages and the Sage himself couldn't is just laughable. At the very least just have him have an advisory team so that this kid doesn't come across as some jumped up Gary-stu like Messiah.
