the hospital probably kept him until weaning age, later Hiruzen take care of him from distance and Iruka too, i'm sure he was left to live alone at a very young age (around 4-5 i guess).
they were still watching after him for sure but he had his own home at a very young age and same goes for Sasuke.

i don't think there is an orphanage in Konoha and these 2 are specials
